Community Right To Bid Helps Retain Campsite For Village

A scout campsite in Little Abington is set to become the first ‘Asset of Community Value’ to be retained for local people after being put forward for listing by a local parish council.

The campsite was nominated by Little Abington Parish Council as a community asset in May, which was accepted by South Cambridgeshire District Council.

The listing bought the community a period of six months to give them a realistic chance to table a bid before the owners could close a sale with a private buyer.

Cambridge International School came forward to purchase the site thanks to the efforts of the local Parish Council and the extra time given because of the asset had been listed.

Community Right to Bid legislation means community groups can nominate assets such as pubs, recreation grounds and community halls to give them added protection.

If an asset that has been listed is put up for sale the District Council must be notified and community groups have an initial six weeks to say if they will be bidding to purchase it. If they do plan to bid community groups have up to six months to draw their bid together.

The asset cannot be sold privately until after the six month period has passed but the owner does not have to sell to a community group.

Privately owned land without history of public access, or services such a playgroups, cannot be listed.

Cllr Pippa Corney, South Cambridgeshire District Council’s cabinet member for planning policy and localism, said: “This has been a good outcome for all parties and is a prime example of how the Community Right to Bid legislation can support people in protecting assets that are important to them.

“Buildings and land, such as pubs, village halls and recreation grounds, are at the heart of communities and we are pleased to be able to help make sure they remain a vital and well-used asset into the future.”
